The G21 region runs from the western shores of Corio and Port Phillip Bays, along the Surf Coast and Great Ocean Road to Wattle Hill, past Cape Otway. The region then extends inland through the agricultural districts of Colac and then north into the Golden Plains Shire, ending north of Smythesdale. The region has a population of around 270,000 people and covers 8972 sq km.

Geelong is the largest city in the region and the second largest city in Victoria. It is the principal service centre in the region for industry and organisations. Geelong's port, airport, road and rail facilities are critical infrastructure assets for the region, making it an ideal location for business.

The south-east of the region, which comprises of Geelong, Torquay/Jan Juc, Ocean Grove, Bannockburn, Lara and Clifton Springs/Drysdale, are all rapidly growing towns that are significantly influenced by urban development pressures related to the size of Melbourne. It is the largest growing region in Victoria outside the Melbourne metropolitan area.

The rural areas in the central and western parts of the region are highly productive and enjoy relatively high rainfall compared to other parts of the State. The G21 region is closely integrated with Melbourne and other Victorian economies. Its proximity to Melbourne and connections by road and rail bring the eastern parts of the region within easy commuter distance of Melbourne.
